World Cup champions Germany are back in second place in the FIFA rankings behind Argentina.
The new rankings take into account the European Championship qualifiers in September, which ensured 2010 world champions Spain were back in the top 10 in sixth place after two wins.
Belgium is third in the ranking, followed by Portugal and Colombia.
Wales, who are inching closer to qualifying for the tournament for the first time since 1958, rose to an all-time high of eighth place behind Brazil, who dropped two places to seventh.
Austria are also celebrating their highest-ever ranking of 11th after sealing early qualification for Euro 2016.
The biggest mover is Liberia, which jumped 65 places to 95th position.
